T.S.C.A STATE RULES AND REGULATIONS
SHOW RULES
(REVISED 2002)


1. The State Show Committee - consisting of all officers and Board of Directors present at the State Show - shall be the governing body thereof.

2. Age Groups are as follows: 6 and under, 12 and under, 13 thru 17, Adults, and 50 and over. Adults (it is the riders personal choice as to what age group they ride in 50 and over or Adults). April 1st shall be the deciding date. A contestant will stay in the age group all year. No contestant under any circumstances can ride in but one age group. Exception for moving out of age group is when horse is over 52 inches in the 12 and under class. This will put the rider in the 13 thru 17 age group and they may not move back down. If 6 and under participant rides Leadline then only eligible for the 6 and under Barrels and Poles (which must be ridden alone). If 6 and under participant doesn't ride Leadline then the 6 and under participant may ride in the 12 and under classes if qualified except 12 and under Barrels and Poles.

3. All games and races shall be ridden with Western equipment and shall be ridden in a conventional Western manner. For safety reasons, the distance of properties must necessarily be governed by the size of the arena available. Condition: T.S.C.A. record times will count only on standard patterns. All Saddle Horse riders will ride in Proper English Attire according to the American Horse Show Association. Buena Vista Saddles will be accepted as English Tack.

4. Points and Awards to be awarded at the State Show shall be: English Division - Western Division - Timed Division - Over All Challenge Trophy - will be as follows: 10 places with: 1st place - 10 points, 2nd place - 9 points, ect. down to 10th place - 1 point. All new classes added this year will only place 5 places, except all 12 and under classes will place 10 places. One high point trophy will be given to the club accumulating the most points in the English Division: one high point trophy in the Western Division, one high point trophy in the English Division, one high point trophy in the Timed Division, and one over all Challenge Trophy to the club with the most accumulated points of the whole state show. Each year the over all award will be named after the major sponsor.

5. No rider shall be fastened to their horse on the show grounds except with Magic Seat@.

6. Any saddle club horse may be ridden by any saddle club member and must be owned by a saddle club member within the club for which he is showing, the horse may be ridden only once in any event unless ridden by members of an immediate family in the same household. Immediate family being spouse and children still in school.

7. No contestant can compete against their self, and must ride under their own name. A contestant shall compete for only one club at the annual State Show.

8. Contestants shirts have to be waist length. You cannot wear tank tops, mussel shirts or tops, with open sides that are revealing during all events at the state show. Anyone showing or running with these on is to be automatically disqualified. All contestants must wear boots or shoes with equivalent type heels.

9. The Rules & Regulations Committee has the power to disqualify any contestant or club member acting in behalf of the contestant for the following:
        (1) For not following the rules of the event.
        (2) For knocking over any property. (Property being anything used in the event that is
        moveable, a rider may hold up property.)
        (3) For intentionally hitting a horse with a property.
        (4) For poor sportsmanship, intoxication, or unruly conduct.
        (5) For use of a hot stick or other electrical devices.
        (6) Any apparent abused or unhealthy horse will be checked by a Veterinarian. Only then will
        action be taken.
        (7) On any event any unruly horse leaving or entering the chute will be disqualified.
        (8) A horse may be escorted by another horse or person for safety reasons.
        The suspension or disqualification period to be able to participate or attend the state shows can range from that one event (class) to life.

10. A contestant shall get one accurate time on the clock, and that is the time, qualified or disqualified, that goes on record. (Secretaries from working clubs are responsible for recording disqualified times.)

11. Selling of anything at the T.S.C.A. State Show is restricted solely to approval by the T.S.C.A. president.

12. All ties must be run off. Failure to do so forfeits the place. When a tie is run off, it is for the tie only. There shall be a one-second penalty imposed on each property knocked over in a tie run off only.

14. Each contestant will have 30 seconds to get his horse in the arena and mounted after his name is called. Riders will not be disqualified as long as making an honest effort.

15. Each Club will be assigned jobs at least 30 days prior to show date. Jobs to be appointed by the TSCA Show Manager. Workers to report 30 minutes before their designated time starts. The jobs consists of working classes, entry gate, taking tickets and money. Two Rules & Regulations committee members to work each class. Workers must be designated workers from a TSCA club. Clubs not working their classes, entrance gate, or other duties at their designated time at the state show will be fined ($250.00) two hundred & fifty dollars, that must be paid before the end of the state show in order to pay the club that works, also the club will be brought before the executive officers for consideration of suspension.

16. English and Western Pleasure judges will handle classes entirely, including checking for soring or any other things out of order, except for checking shoes, which will be done by the Rules and Regulations Committee. Judges will tie eleven (11) places in English, and eleven (11) places in Western classes, Western judge will be an AQHA card holding judge. Judges to be found by April 1st and have contract with them, that is if they can't be there, it's their responsibility of finding a replacement AQHA judge. All fines given to a horse whether by an official of USDA or other state or federal agency will be the total responsibility of the horse owner even the portion that the TSCA may be fined.

17. The TSCA will make arrangements for police and ambulance services for the State Show.

18. Any member protesting a rule must make his protest through any representative of the Rules and Regulations Committee, and must put up a $10.00 deposit which will be refunded if the Committee finds his protest to be valid. If the Committee finds the protest to be invalid, the person filing the protest forfeits the $10.00 and it goes to the Association general fund. The representative of the club making the protest shall have a vote in the decision. The protest must be made at the time the class being protested is going on, at this time trophies will be held, pending the Rules and Regulations Committee decision. If the protest is made at a later time, it will not be considered. When a protest meeting is called, the designated Rules and Regulations Representative or alternate has five (5) minutes to reach the site of the meeting. At the end of the five (5) minutes, roll call will be taken and the meeting will start. No other club Representative will be allowed at the meeting. Trophies and awards will be held on the class under protest, but other classes will continue as scheduled.

19. It will be the clubs responsibility to have all ponies measured (Clubs President or Rules Committee Representative) prior to the State Show. Any pony that is protested (a fee of Ten Dollars, $10.00, Pony Height only) and found to be too tall will be eliminated from competition and the responsible club will be penalized 100 points and a fine of $250 (two hundred and fifty dollars). When a pony is protested it is to be measured in a designated place by the Rules and Regulation Committee (President, Vice President of TSCA - chairman of the Rules and Regulations Committee), owner will hold pony. When pony is standing and relaxed squarely without touching the ponies legs to their satisfaction, he will be measured by the Rules and Regulations Committee. The chairperson of the Rules and Regulation Committee to have final say. All ponies will be measured in a measuring chute, and this chute will be available to the clubs on a first come first serve basis. However, the Rules and Regulations Committee (President, Vice President of the TSCA - chairperson of the Rules and Regulations Committee) can measure a pony at any time without a protest fee at the State Show and could result in disqualification.

20. Each club shall designate two (2) representatives per day to make all changes, scratches or substitutions for their club. The names of these representatives are to be turned in with entry cards. Changes made by anyone other than the designated representatives to anyone other than the State Show Manager or the Show Secretary will not be accepted.

21. In Pleasure Classes there shall be an equal number of horses in each work.

22. One hour after last event each night, there is to be no running roads, cruising on horses or vehicles. Everyone is to be at their campsite or gone. This will be enforced by TSCA and security.

23. Keyhole Class will have five (5) judges from the Rules and Regulations Committee. Each judge will be assigned one spot on the pattern to judge that spot only.

24. Arena lights will be turned on before the start of any class before dark.

25. There will be no motorized recreational vehicles (2, 3, or 4-wheelers, cycles) of any kind allowed on state show grounds. Bicycles, skates, or other things that would frighten a horse must be kept away from the arena area.

26. Studs are not allowed for all 17 and under riders in all English and Western Pleasure Classes. This also includes Halter Classes. Governed by A.S.H.A. rules.

27. During speed events except Keyhole there will be a drag the 1st time on number of participating clubs, then on same number of participating people thereafter and before Adult Huntseat, 17 and Under Huntseat, 12 and Under Western Pleasure, 13 thru 17 Western Pleasure, Ladies Western Pleasure, and Mens Western Pleasure Classes. Each event starts new.

28. A class will be closed when the first rider for that class is called.
